The University of San Agustin (USA) formally signed a Letter of Intent with HSE University Saint Petersburg on 20 May 2026 during the latter’s International Partners Week held in Saint Petersburg, Russia, marking the first partnership between a Philippine higher education institution and HSE University.
Representing the University of San Agustin in the signing was Director John Paul Mondejar of the International Relations Office, while HSE University Saint Petersburg was represented by Dr. Anna Tyshetskaya, Executive Vice President and Provost.
The Letter of Intent reflects both institutions’ commitment to strengthening academic cooperation, internationalization, research collaboration, and cultural exchange between the Philippines and the Russian Federation. The partnership aims to explore opportunities for academic exchanges, joint initiatives, and future collaborative programs.
This milestone coincides with the 50th anniversary of the establishment of diplomatic relations between the Philippines and the Russian Federation in 2026, highlighting the growing role of higher education institutions in fostering international cooperation and people-to-people engagement.
HSE University Saint Petersburg is one of the regional campuses of the National Research University Higher School of Economics and is recognized for its programs in economics, social sciences, humanities, and international studies.
The University of San Agustin reaffirms its commitment to internationalization and to building partnerships that contribute to academic excellence, intercultural understanding, and global collaboration.
